White screen and 3 led flashes

Hello, I have just received my kit and tried the main board ( smc populated) before soldering and i get the white screen and 3 flashes on the led(D1) then the led flashing signal.
the board is 00E....Any ideas please....

Thank you. Please check the voltage at the point marked +3.3V. This voltage should read around 3.3V. Can you let me know what kind of power supply you used?
