LCD White Screen and MCU Heating Up

I received a DSO Shell kit as a gift for Christmas and I am having troubles testing it. After soldering a couple components and removing resistor R30, the board does not work. The LCD shows a white screen, and the MCU (U1) gets extremely hot and I can smell it burning up. LM1117 (U2) also gets very hot but not as hot as U1.

I was wondering if there could be an issue with the board or the MCU?

Yes, I tested before soldering and everything seemed to be working properly.
