Rotary Encoder Pin3 and Resistor R24

I have two issues, both in the Rotary Encoder Pin3 circuit. First, Pin3 shorts to ground. Second, resistor R24 on the main board does not appear to be in-spec.
R24 is within the Pin3 circuit, and instead of measuring 10K, it is only measuring 1K. Here are measurements taken.
- Pin3 -> 3.3V : 1K
- DB1 -> 3.3V : 1K
- DB1 -> R24: 1K
The result is that the Rotary Encoder dial does not work properly when turned. It's inconsistent and very frustrating.
