V- and AV_ read ) vo;lts

We recently purchased two (2) Model 15001K oscilloscope kits to be used on a display at the National Electronics Museum. The first kit went together with no problems, but the second kit has a problem. The V- and AV- measure 0 volts and IC U5 gets extremely hot. Rechecked all components and measured all caps and resistors. All read good. What next? Any help would be appreciated, as we cannot finish the display without the second scope. Thanks
