D3/LED and voltage questions

I have soldered up all the components and I've attached a 9v battery. I am about to perform the TP22 voltage check (JP3 shorted, JP4 open) and have two questions:

(1) Should I expect the (green) LED at D3 to light up at this stage?
(2) Are the voltages shown on the instruction sheet representative of what I should see at this stage or are those applicable once JP4 is shorted?

At the stage you are asking about there is no 3.3V applied to the MPU and there are no negative voltages.
The +5 volts can be checked at this time if you wish, otherwise there is little else happening.

After you short JP4 The MPU generates the pulses that drive the negative power supply.

D3 is the sweep triggered LED. Its exact behavior depends on the firmware version.
Firmware version -066 is worth the effort especially if you use the slower sweep times.
