What uses the -5V rail?

As far as I can tell there is only the Op-Amp -5V and a reference voltage via R41/R42 as a load on this regulator.
My trace is either topped out or bottomed out depending on switch settings. With NO 79l05 fitted I get over 19 volts at the input to 79L05 so the oscillator is working fine. With the regulator soldered in it drops to 3.2 volts and therefore the output isn't enough at -2.2 volts. Its probably that that is upsetting my trace.

With NO opamp fitted (I de-soldered it) I get -5 volts no problem. I soldered in a NEW TL084 and it drops to -2.2 again. So something is wrong with my opamp circuitry, but I cannot find any fault in components, tracks or wiring.
Is there a way to make firmware 041 run the -ve rail without the LCD plugged in. It would help with fault finding.
