Powering up test 2 V3 voltage / Step 3 problem

When I test the V3 voltage (spec. says 0v), My meter reads -1.4mV.
Test pos. lead at V3 and COM at multiple grounds. Sheet says U1 may be damaged?
I completed assembly Everything seems to work but I'm having the same "Step 3 adjustment compensation capacitor" problems Listed in this post:

Is this V3 voltage a problem? And would / could it contribute to to my adjustment problem?

Or, should I not worry about it and just focus on the C6 capacitor?

-1.4mV is very close to 0V so it can be considered 0V. For the compensation issue can you post a photo showing the waveform?

Thats what I figured for the V3 voltage, that's why finished board assembly.

I replaced C6 - was able to adjust C5 - C8 doesn't change anything.
Before I replace C6 I couldn't get near where it is now.
Here is a pic:

That as close as I can get it.
Note - Pics for calibration show .5v
Instructions say 2v? SW1 to 1v and SW3 to X2.
I was going by the pic.

Could C8 Be bad?

Please set SW1 to 1v and SW3 to X2 for calibration of C8. 0.5V sensitivity is too high for C8 adjustment.

Is This calibrated Now?
This Is with amplitude set to 1V - SW2 set 0.1V & SW3 X5 - Per step 4 in the "step 3 Adjust compensation capacitors".
