1. does not turn on and off using power switch, but by switching USB cable

For the infinite reboot issue please perform factory default restore as described in this post http://www.jyetech.com/forum/viewtopic.php?f=16&t=353.

For the not power-off issue were you able to power on by pushing the dial?

You may have defective BOB3 (like I did). I shorted out JP2 to bypass BOB3. This will make the unit on all theme when power is applied via USB or ext battery.
