my power supply section checks out okay until I hook up BOB 5. then the voltage drops to about 2.1 volts.
is there a way to check the integrity of bob 5?

BOB5 can be checked by connecting it to 5V power supply and measuring its output voltage. It was tested before packing but it should be re-checked if you have doubt. For the issue you encountered check the resistance between V- or AV- and GND to see if there is short.
