JYE TECH DSO 068 O-SCOPE NOT WORKING

I haven’t been able to get my new DSO 068 oscilloscope working yet. I’ve gone through all the voltage checks and they are all okay.
D1, LED turns on when power is applied and the beeper sounds. D1 is on for about a half second then turns off for about 3 seconds before a short flash. Then a half second later, D1 cycles at one second on and one second off continuously.
Also, when power is applied, the display background illuminates for about 3 seconds. Probing test point SYSCLK with my DMM can cause the on/off cycling of D1 to stop and the display to read: Boot Loader, Ver: 113-06803-020, JYE Tech. LEVEL button can turn the background on and off in this scenario.
Do you have any suggestions for solving this problem. Also, BOB 3 (JYE 117) does not work but I have JP2 jumpered.
