Resoldered some of the solder bridges connecting BOB3 to the main board. BOB3 is labeled "On/Off switch" in the instructions, so I figured that was the likely culprit. Turned out it was. On to Step 3! BTW, 90-degree headers would be a much better solution for attaching the BOB's to the mai...

After doing this http://www.jyetech.com/forum/viewtopic.php?f=16&t=1230 to deal with JP9, my unit passed the second power-on test in Step 2 with flying colors. I was able to adjust the LCD's contrast, all the buttons worked, all the switches worked, the rotary encoder worked, and all test points...

Ah, ok! So, I can connect the grounded side of R20 to the nearby GND pad/hole, then. That should be easier than connecting R20 to the positive pin on C28.

Excellent, thank you for the suggestion. Just to confirm, the ground pin of R20 is going to be the side that measures (almost) zero resistance to the groundplane, using a VOM, right? The other side of R20 measures 10K to ground, which is the value of the resistor. And on C28, the ground pin is going...

The 20x1 SIP for the LCD (ASSY1) should be installed on the PCB before Q2 and C17. Q2 and C17 are seriously in the way of soldering the three right-most pins of the SIP. ASSY 2 and ASSY 3
Do ASSY 2 and ASSY 3 need to make electrical connections between the LCD and the PCB, or are they there just to provide mechanical support to the LCD?
One of the pins in ASSY 2 came out of the plastic body. Do I need to reinsert it to make an electrical connection?
