The kits that require SMD soldering usually have the ICs soldered. However mine didn't have all if them soldered, but take it slow and you'll be fine. The through-hole components as easy to solder. Just ensure that you have a good quality fine tipped soldering iron and solder.

If you have to ask the question, please don't do it! Especially with a "cheap" scope not designed to work with high voltages. Your scope will not protect you from the mains. You should be able to pick up the local mains frequency by touching the probe tip. You should see a dirty sinusoidal...
